Some time back i was told by the then reigning authority on 40K, Katzu, that the Black Templar's Holy Orbs of Antioch functioned using the blast weapon rules as stated in the 40K 5E rulebook. Upon reviewing all relevent source Material i have found limited evidence to support this classification. I can however say with all certainty that the Codex description, while not providing a weapon stat block, Gives sufficient instruction in the use of said item.
"Once per game, a model bearing a Holy Orb of Antioch may throw it up to 12" in the Shooting phase instead of firing a weapon, rolling to hit as normal. If the Holy Orb hits, place the small Blast Template over a model in the target unit. A Holy Orb of Antioch always wounds on a 2+, regardless of the target's Toughness, and has an AP of 3."
in order to fall into the affore mentioned catagory the description would include a profile such as.
RANGE____S____AP_____Type 12"_____X_____3___ASSAULT 1, Blast, ______________________ wound 2+.
My proposal is simply this. "Allow the Holy Orb to be used under the same guidelines as firing a weapon with a 12" range."

1) Muzzy is the 40k guy and doesn't have internet access. I just called him and he said that apart from a House Rule or an actual rules call from the Rulz Boyz, point #2 of this reply stands for all Adeptus SOWELA tournaments.
2) The "Blast" keyword in the weapon's description combined with "rolling to hit as normal" means that the 5th edition rules get followed. In 5th edition "normal" is placing the template and rolling for deviation less the model's BS the same way ALL blast templates are handled now, no exceptions. Everyone got shanked equally by this rule, and the orb - one shot weapon or not - follows this rule. The ONLY exceptions are psychic powers, but as those fall under the psyker rules and not general play they are a different rule set.
3) What "relevent source material" are you looking at?

The Adepticon FAQ states in the Black Templars section (BT.28B.01) that the Holy Orbs of Antioch use the standard rules for determining where a blast weapon lands.
You can download the 40k FAQ from the Adepticon website, it's very exhaustive and covers just about every question from every army you could have.
